How the numbers work (prototype): the Congestion Index (0–100) blends operational signals — air: FAA delay programs (LIVE via worker), arrival delays, handler backlog, CBP exam rates; ocean: anchorage queue, berth wait, truck turn times, yard/rail dwell. The 7-day forecast applies a weather multiplier from the live NWS forecast: sustained winds >30 kt suspend crane operations; low ceilings/visibility cut airport arrival rates; snow/ice affects gates. FAA airport status and weather are live feeds; other operational figures are representative sample data pending integration (terminal turn-time feeds, Terminal49, CBP ACE via broker EDI).
